Stocks end flat as unemployment rate checks gains
Stocks ended a volatile day Friday little changed after the government reported a spike in the unemployment rate to 9.4 percent in May, the highest level in more than 25 years, even as the pace of layoffs eased more than expected.
The Labor Department said employers cut 345,000 jobs in May, far less than the 520,000 economists predicted, a hopeful sign for the job market. But the report also showed that the unemployment rate surged to 9.4 percent from 8.9 percent in April, suggesting that companies are still reluctant to hire.
Declining stocks narrowly outnumbered advancers on the New York Stock Exchange, where consolidated volume came to 5.2 billion shares, up from 5.1 billion Thursday.
The Dow was up 3 percent for the week, while the S&P 500 was up 2 percent and the Nasdaq was up 3.7 percent. It was the major indexes' third straight week of gains.
Oil prices closed lower Friday, after briefly rising to a 6-month high above $70 a barrel, as investors took the government's latest employment report as an indication of the improving health of the U.S. economy.
Aluminum rose in London, heading for the biggest weekly gain in 21 years, as inventory figures signaled a possible strengthening in demand.
Gold and silver futures fell sharply Friday as a better-than-expected U.S. employment report boosted hopes for an economic recovery and made precious metals a less attractive investment.

As you will be aware, the AusIMM together with other resources industry stakeholders recently commissioned Synergies Economic Consulting and the Centre of Policy Studies in April 2009 to estimate the costs of a FTS scheme, and to quantify the short term stimulatory benefits of greater exploration expenditure over the four years 2009-10 to 2012-13.
The report provided strong evidence that the immediate implementation of a FTS scheme for Australian junior exploration companies would result in increased exploration expenditure of 10 to 30 per cent. Further, the analysis concluded that the immediate implementation of a FTS scheme would be a very worthwhile stimulus measure, delivering significant short term socio-economic benefits across Australia at an estimated cost to government of approximately $130 million per year.
In summary, between 2009-10 and 2012-13, a FTS scheme could generate immediate socio-economic benefits across Australia through up to:
Minister Ferguson's office responded to the Report stating that he was committed to implementing the scheme before the next election, and that it is being considered through the Australian Future Tax System (AFTS) Review (see attached).
The AusIMM together with other industry stakeholders have welcomed this statement, however we are concerned that the AFTS is not entirely the most appropriate process for implementation of the FTS for two reasons:
Next steps
The AusIMM is now seeking an approach whereby government delivers an early 'downpayment' on the AFTS Review in the 2010-11 Budget or before, where officials work closely with the Review Panel to collaboratively develop an FTS model based on industry's preferred Exploration Tax Credit proposal. The advocacy kit will be updated with the new data on stimulatory benefits, and a message urging early action on the FTS in consultation with the AFTS Review process.

Stocks rose for the fifth time in six days Thursday after analysts raised their ratings on banks and oil prices rose again, making energy firms look increasingly attractive. Investors were also willing to take more chances on stocks after the government reported that the number of workers continuing to receive unemployment benefits unexpectedly fell for the first time in 20 weeks.
The S&P and Nasdaq are at new highs for the year, and both are showing gains for 2009. The Dow is now down only 26 points for the year after having been in the red since early January.
Bond prices fell after the drop in jobless claims. Fewer worries about the economy made the safety of government debt less attractive.
About three stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume came to 5.1 billion shares compared with 5.2 billion traded Wednesday.
Oil prices rose to a seven-month high near $69 a barrel Thursday after U.S. data showed a drop in jobless claims, boosting expectations of an economic recovery that could revive ailing energy demand.
Gold prices rose on speculation that the slumping US dollar will spur inflation, boosting the appeal of precious metals as a hedge. Platinum surged more than $55 an ounce to the highest since September.

Worse-than-expected economic data thwarts rally
Investors broke the stock market's four-day rally and sold off after data on the services industry and factory orders came in below forecasts. Factory orders actually rose in April, but the report disappointed investors who anticipated a larger increase.
There were more than twice as many losing stocks as winners on the New York Stock Exchange Wednesday, where consolidated volume was 5.2 billion shares, down from 5.8 billion a day earlier.
The US dollar gained ground against the euro and the British pound, while gold prices sank. Gold fell the most in almost two months as the rebounding US dollar curbed demand for the metal as an alternative investment. Silver also declined.
Oil prices pulled back Wednesday after a weeklong rally as the government reported a big jump in crude storage levels, signaling continued weak demand.
Copper fell the most in six weeks, dropping from a seven-month high, as a rising US dollar eroded the appeal of commodities as an inflation hedge and on speculation that prices no longer reflect demand after a five-month rally.

Arc Exploration Limited ("ARX") is pleased to announce that two new exploration titles have been granted in West Papua around the Aisasjur Project pursuant to the Company's Strategic Alliance ("Alliance") with PT Minorco Services Indonesia ("Minorco") of the Anglo American Group ("Anglo").
The Aisasjur Project is located on the medial Papua-New Guinea magmatic arc which is host to the giant copper-gold and gold deposits of Grasberg, Ok Tedi and Porgera. The original Aisasjur Exploration KP (KP#1) licence covers 9,486 hectares in West Papua.
The new exploration KP's (KP#2 and KP#3) are located to the North and Northwest of KP#1 and add a total of 51,410 hectares to the project area as shown in the diagram below. KP#2 and KP#3 are valid for an initial one-year term to 4 December 2009 and have a General Survey Status. The Project KP's are each held by P.T. Alam Papua Nusantara. Two additional exploration KP have also been applied for in the Aisasjur Project area and are awaiting approval.
Anglo propose to undertake an aeromagnetic survey of the entire project area during the course of 2009.

Beaconsfield Gold (ASX: BCD) announces that it will be inviting eligible shareholders registered on 5 June 2009 to participate in the Beaconsfield Gold NL 2009 Share Purchase Plan ("SPP").
The SPP provides the opportunity for eligible Beaconsfield Gold shareholders to purchase between $1,000 and $15,000 worth of shares at a price of 15 cents per share ($15,000 upper limit approved by both ASIC and ASX). This price represents a 10.2% discount to the volume-weighted average price for Beaconsfield Gold shares on the ASX over the previous 5 trading days of 16.7 cents.
The SPP will be capped at a maximum of $5 million and shares will be allocated on a "first-in, first-served" basis.
During the 2009 financial year, Beaconsfield Gold has benefited from improved gold production at the Beaconsfield Mine and a strong gold price. Considerable capital has been invested from cash flow to develop the initial mining infrastructure required for the new F21 Zone production area, to construct an additional tailings dam and to commence deep drilling below the existing resources to extend mine life. Additionally, repayments of $8 million from operating cash flow have nearly eliminated the Company's debt facilities.
Capital expenditure required during the 2010 financial year at the Beaconsfield Mine to further develop the F21 Zone will be funded out of mine cash flow.
Exploration opportunities have been expanded. Importantly, entry into the exciting Ararat copper-gold project was recently negotiated, thereby enhancing the potential for Beaconsfield Gold to develop a second mine based on the combined resources at Ararat and the Company's nearby Stavely tenements in western Victoria. Beaconsfield Gold intends to rapidly progress the Ararat/Stavely copper-gold project.
Raising modest additional capital at this time will enable Beaconsfield Gold to bring forward realisation of the Ararat/Stavely opportunity as well as accelerate development and exploration opportunities at the Beaconsfield Mine that will optimise the long-term future of the Company.....

Stocks tacked on modest gains Tuesday to extend a rally to a fourth day following a strong rise in pending home sales, the latest encouraging signal for the troubled housing market.
Financial stocks mostly lost ground as several banks said they would sell shares to raise capital.
About three stocks rose for every two that fell on the NYSE, where consolidated volume came to a light 5.8 billion shares compared with 6.2 billion shares Monday.
Oil prices slipped slightly Tuesday, backing away from a 7-month high, but rebounding from a steeper selloff after stocks rallied on strong economic data.
Copper fell from the highest in seven months on speculation that the price increased too fast, outpacing demand. Copper has surged 63 percent this year, partly because China, the world's biggest user of the metal, bought supplies for its national reserves. European and U.S. demand remains slack, analysts said.

Stocks rally after positive economic data
The stock market began June with a strong rally, thanks to another wave of benign economic data.
But some investors are nervous that the month, traditionally a weak one for stocks, may not end as well. The market's gains on Monday came despite signs that the economy might have a tough slog ahead of it, including rising interest rates and the nation's fourth-largest bankruptcy ever (General Motors Corp.).
Traders homed in Monday on better-than-expected readings on manufacturing, consumer spending and construction spending. The Dow Jones industrial average and other major indexes rose more than 2 percent, and the Standard & Poor's 500 index and Nasdaq composite rose to their highest levels this year.
Advancing stocks outnumbered decliners by about 5 to 1 on the New York Stock Exchange, where volume came to 1.5 billion shares, similar to Friday.
Separately, a trend that ruffled investors last week -- falling Treasury prices and surging yields -- resumed Monday as economic data topped estimates and drove the US dollar lower.
Crude oil rose to the highest level since November as China’s manufacturing expanded and U.S. industrial output shrank less than forecast, signaling that fuel demand may increase.
Copper rose to seven-month highs in London and New York as the US dollar weakened and manufacturing increased in China, the biggest user of the metal.
