Wall Street closed out its first two-week gain in almost a year Friday -- barely. After a mixed start, stocks veered lower in the afternoon as financial stocks fell and investors collected profits from the advance that saw the Dow rise 14 percent over seven trading days.
Declining issues outnumbered advancers by about 3 to 1 on the New York Stock Exchange. Consolidated volume came to 7.5 billion shares compared with 8.8 billion shares traded Thursday.
For the week, the Dow rose 0.8 percent, its first back-to-back weekly increase since the period ended May 2, 2008.
The S&P rose 1.6 percent, its first two-week gain since December, and the Nasdaq added 1.8 percent for the week.
Other markets had a tumultuous week as well. In just two days, the dollar fell 5 percent versus the euro and 3 percent versus the yen, and oil prices soared 7 percent Thursday above $51 a barrel to the highest level this year.
Oil prices eased Friday but managed to close above $50 a barrel for the second day in a row as investors mulled the trillion dollar U.S. plan that is aimed at thawing credit markets.
Copper fell from a four-month high in New York on renewed concern that the global recession will curb demand for the metal used in pipes and wires.
Gold futures fell slightly Friday after rallying nearly 8% in the previous session, as a rebounding U.S. dollar reduced the metal's investment appeal.

Sale of Majority Interest in DiamonEx Botswana Limited
On Friday, 27 February 2009 DiamonEx Limited (DiamonEx) announced that its wholly owned subsidiary Diamonex Botswana Limited (DBL) had been placed under Judicial Management pursuant to orders granted by the High Court of Botswana. This order provided DBL with a period of immunity from claims from its creditors.

Basker-Manta-Gummy ("BMG") Oil & Gas Project: Operational Update
Following a detailed technical and commercial review, the BMG Joint Venture ("BMG JV") has taken a number of initiatives to revise the development plan and schedule for the ROC-operated BMG Project which has resulted in substantial project cost savings. In 2009 and 2010, the BMG JV will focus on enhancing the production performance of the Phase-1 oil project. Development commitments for the Phase-2 gas project have been reduced in 2009.
2009 Drilling Programme
The 2009 drill rig programme has been significantly reduced through the assignment of BMG JV commitments for the Kan Tan IV rig and a recently completed rig swap with Shell Development (Australia) Pty Limited, under which the Songa Venus rig has been "swapped" for the Ocean Patriot rig. These actions have reduced BMG JV cost commitments in 2009 by over US$100 million and provided a more flexible drilling programme for the project.
Through assignments to existing consortium members, the Kan Tan IV rig commitment has been reduced from 143 days (beginning in March 2009) to 30 days in late 2010.
The Songa Venus rig was contracted in July 2008 to drill development wells on the BMG field in early 2009. The rig swap for the Ocean Patriot, which is currently located in Bass Strait, has removed substantial mobilsation costs associated with towing the Songa Venus rig from the Timor Sea to Bass Strait and allows for better management of operational risks.
The Ocean Patriot rig programme provides the BMG JV with the option to undertake operational work-overs on existing B3 and B5 wells and the option to drill and complete the B7 development well; activities planned to improve production performance in 2009 and 2010. The 60-90 day Ocean Patriot work programme on the BMG fields is planned to begin in May 2009. In addition to the rig move savings, further cost savings could be generated by assigning the rig to third parties.
Flaring Management
Gas flaring conditions for the BMG Project have been revised to allow production to continue while modifications are made to the Crystal Ocean FPSO that will remove the need for flaring during normal operations.
The limit for the total volume of gas flaring remains unchanged. The requirement for gas flaring to cease by 16 March 2009 has been removed.
New topside facilities on the Crystal Ocean will include a low pressure flare recovery compressor package to supplement the reinjection of produced gas. The BMG JV anticipates that work on the upgrade of the Crystal Ocean facilities will be completed during 4Q09, before the gas flaring volume limit is reached. The total cost for the installation and commissioning of the new facilities will be approximately A$10 million. Stock rally fades as investors assess Fed moves
Investors had a change of heart about the Federal Reserve's plans to buy Treasury bonds and doused Wall Street's two-week-old rally.
Banking and other financial shares pulled the market lower Thursday as investors worried the the Fed's plan would hurt the dollar and revive inflation. But energy stocks rose, getting a lift from soaring crude oil prices. Oil jumped as the US dollar sank against other major currencies in response to the Fed announcement.
Declining issues narrowly outnumbered advancers on the New York Stock Exchange, where consolidated volume came to 8.8 billion shares compared with 9 billion shares Wednesday.
Copper prices surged to the highest in four months on concern the Federal Reserve's plans to spur the U.S. economy will spur inflation, boosting demand for commodities as a hedge.
Gold jumped the most in six months in New York after the Federal Reserve's plan to buy debt weakened the US dollar and revived concerns inflation will accelerate. Silver surged to the biggest gain in 29 years.

Latest technology employed to further define uranium discovery
Uranium Exploration Australia Limited (ASX: UXA) is pleased to announce encouraging assay results from its latest diamond drilling program at Crystal Creek Prospect (Ngalia Thrust Project) in Northern Territory.
Geochemical assay results returned uranium values of up to 208ppm U3O8 over one metre from isolated drill holes.
A first stage diamond drilling program was completed at Crystal Creek totalling 9 holes for 1,014 metres in December 2008. The drill program was designed to investigate surface anomalism in rock chip samples and spectrometer surveys within an area of altered granite.
UXA has employed a relatively new technology within the Australian uranium sector in prompt fission neutron tool (PFN) to define the Crystal Creek discovery. PFN was used to log seven of the drill holes and has returned gamma and PFN peaks in all 7 holes. The anomalous zones were sampled in one metre intervals and the samples submitted to Genalysis Laboratories. Anomalous uranium and vanadium values, up to 208 ppm U3O8 and 373 ppm V, were returned as detailed in Table 1. The elevated uranium values are associated with clay, iron and pink - red, possibly potassic altered granite. Elevated values of Rare Earth Elements, Cerium (up to 516 ppm), Lanthanum (up to 159 ppm) and Neodymium (up to 229 ppm) were also recorded from some samples.
The Ngalia Thrust licence is 100% owned by UXA, and covers an area of granite intrusions forming the basement to the Eclipse Sandstone that hosts Energy Metal's Bigrlyi uranium prospect, 30km to the west.
The Company is preparing plans for the 2009 field program to follow up this anomalism seeking both granite-hosted and re-mobilised uranium deposits in overlying creek sediments.

RADIO HILL EXPLORATION UPDATE
Pilbara-based nickel developer, Fox Resources Limited (ASX: FXR), is pleased to provide an update on exploration activity from its Radio Hill project near Karratha.
Fox is targeting an increase in disseminated resources at Radio Hill to three million tonnes, in line with its strategy to develop the project as a higher tonnage nickel operation.
As part of the near mine exploration campaign, a five hole drilling programme was recently completed at Radio Hill, designed to delineate coherent higher grade zones immediately down plunge of the Radio Hill deposit within the previously reported mineralised trend. All drill-holes intersected variable thicknesses of the host mine gabbro. Where mineralised, sulphides occur as disseminated, blebby and stringer accumulations. Four of the five drill holes have been logged geologically and sampled to date, and assays are pending.
Four of the five holes have been surveyed with down hole transient electromagnetics (DHTEM). Off hole anomalies have been detected and these will be modelled to determine if the sources relate to known mineralisation or represent new targets. In the near future, the remaining hole from this current drill programme and several old holes in the vicinity of Radio Hill shall be surveyed using DHTEM.

A new uranium province - the Pirie Basin - has been confirmed in South Australia following the identification of a potential ore grade mineralisation in a redox front corridor fronting the northeastern coast of Eyre Peninsula.
Addressing the Paydirt 2009 Uranium Conference in Adelaide, UraniumSA Limited Managing Director, Mr Russel Bluck, said ongoing drilling of its Mullaquana project, 20 kilometres southwest of Whyalla, has provided sufficient drillhole data to confirm the uranium prospectivity of the Basin.
The Pirie Basin stretches for more than 100 kilometres between Whyalla in the north and Cowell in the south but has not, until now, been confirmed as a specific uranium prospective province.
Prevailing industry standards are that a grade x thickness product intersection above 0.05 m% uranium oxide is a potential ore grade. Intersections above this critical level have been returned from two new zones of mineralisation within Mullaquana.
In Mullaquana's western mineralised zone, drillhole MRM-062 reported a cumulative intercept of 4.10 metres with a grade x thickness of 0.098 m% eU3O8.
In the project's eastern zone, drill hole MRM-021 returned a cumulative intercept of 3.00 metres for a grade x thickness of 0.054 m% eU3O8....

Stocks rise after Federal Reserve says it will buy up to $300B in Treasurys
The Federal Reserve kept Wall Street's big rally alive -- and gave the Treasury market a huge boost as well.
Both markets surged Wednesday after the Fed said it would pump more than $1 trillion into the economy to help revive the housing market. The plan includes buying up to $300 billion of long-term government bonds during the next six months.
Investors expect the move to drive down borrowing costs for everything from mortgages to credit cards.
More than four stocks rose for every one that fell on the New York Stock Exchange, where consolidated volume came to a heavy 9 billion shares compared with 6 billion shares traded Tuesday.
Government bond prices surged. The yield on the benchmark 10-year Treasury note, which moves opposite its price, tumbled to 2.50 percent from 3.01 percent late Tuesday.
The US dollar fell as investors worried the government's actions would eventually fan inflation.
An unexpected build-up in gasoline inventories helped send oil prices lower. Light, sweet crude fell $1.02 to $48.14 per barrel on the New York Mercantile Exchange.
Gold futures on the COMEX Division of the New York Mercantile Exchange declined for the third floor trading session on Wednesday, but rallied quickly during the electric trading after the U.S. Federal Reserve announced surprisingly to buy a large amount of longer-term Treasuries to help the economy recover.
Gold price for April delivery was down 27.70 U.S. dollars, or 3 percent, to settle at 889.10 dollars an ounce. However, in the electronic trading time after trading floor closed, the precious metal soared to as high as US954 dollars.

Stocks regain momentum after better-than-expected housing report
A surprise government report that home construction picked up in February (housing starts surged 22% in February) caught traders off guard and injected a week-old stock market rally with new energy Tuesday. Building permit applications, a key measure of future activity, also rose unexpectedly.

Egypt - South East July Concession - Gulf of Suez
South July-1 reached a total depth of 3927 metres in Rudeis, Yusr Member sandstones. Due to a thicker than anticipated Lower Rudeis interval, the well was not deepened further in an attempt to reach the Nubia Formation, the second of its two primary reservoir targets. Hydrocarbon shows were encountered at the top of the Yusr Member and the well is now being sidetracked in order to evaluate the Yusr sands in a position up-dip of the current location. South July-1 ST1 is currently drilling ahead at a depth of 2857 metres. Interests in the sidetrack are Beach Petroleum (Egypt) Pty Limited, 33.33% and Dana Petroleum (E&P) Limited, 66.67%. Stocks rose for much of the session - but finished slightly down after a late sell-off - as investors snapped up hard-hit financial shares. Comments from Federal Reserve Chairman Ben Bernanke and reassuring news from a British bank eased some worries about the overall economy and prospects for financial companies struggling with bad debt.
More stocks rose than fell even as the major indicators lost ground. Advancing issues outnumbered decliners by about 3 to 2 on the New York Stock Exchange, where consolidated volume came to 7.6 billion shares compared with 6.7 billion shares traded Friday.
Crude oil rose to a two-month high in New York on optimism that the recession may end by the close of the year.
Copper rose 1.6 percent on Monday, as another fall in inventories helped boost the outlook for demand and a rally in equities lifted sentiment.
Gold prices fell moderately Monday, as an early advance on Wall Street clipped demand for safe-haven investments.

Atlas Enters Into Long Term Off-Take Agreements For Further 50% Of Pardoo DSO
Atlas Iron Limited (ASX Code: AGO) is pleased to announce that it has entered into two new long term off-take agreements with two medium-sized Chinese steel mills. The two off-take agreements account for 50% of iron ore that will be produced from its 100%-owned Pardoo DSO Project for the three year period to 31 March 2012.
The execution of these two off-take agreements follows Atlas' maiden off-take agreement in respect of 30% of the iron ore that will be produced from Pardoo, announced in December 2008. As a result, Atlas has now entered into three off-take agreements for 80% of its Pardoo DSO product for the next 3 years. A further off- take agreement for the remaining Pardoo volumes is expected to be executed shortly.
