Wall Street finished the week with a decline Friday as the financial health of the consumer came into focus following a report that showed personal spending at its weakest growth in 17 months and a profit warning from J.C. Penney Co. The major indexes turned in a mixed performance for the week.
Investors felt some relief after the government said an important inflation gauge tied to consumer spending rose only 0.1 percent when excluding often-volatile energy and food costs.
Declining issue led advancers by a 2 to 1 basis on the New York Stock Exchange, where consolidated volume came to 3.59 billion shares compared to 3.90 billion on Thursday.
For the week, the Dow fell 1.17 percent and the S&P 500 dropped 1.07 percent. The Nasdaq, which had a sharp rally in recent weeks and trended above the other major indexes, finished up 0.14 percent.
Gold fell in New York after crude oil and other commodities declined, reducing the appeal of the precious metal as an inflation hedge. Silver also slid.

Wall Street sank in volatile trading Thursday after the government confirmed that the last quarter of 2007 did indeed suffer a sharp economic slowdown. For the second straight session, the Dow Jones industrial average fell more than 100 points.
The technology sector was particularly weak after business software maker Oracle Corp. posted worse-than-expected fiscal third-quarter sales and issued a cautious forecast. Meanwhile, data suggesting that Google Inc.'s revenue from Internet users' clicks could slow also raised worries about tech stocks.
Declining issues outpaced advancers by about 5 to 3 on the New York Stock Exchange. Consolidated volume came to 3.90 billion shares, down from 3.99 billion on Wednesday.
Light, sweet crude rose $1.68 to $107.58 a barrel on the New York Mercantile Exchange as investors grew uneasy about Iraqi oil output after the bombing of key pipeline in that country.
Copper jumped the most in three weeks as inventories slumped to a seven-month low, raising concern that supplies may trail demand this year.
Gold fell in New York after the dollar rebounded against the euro. Silver rose.

Wall Street pulled back Wednesday after a drop in February's durable goods orders injected more pessimism about the economy into the stock market. The Dow Jones industrial average fell nearly 110 points.
Declining issues led advancers by 5 to 3 on the New York Stock Exchange. Consolidated volume came to 3.85 billion shares, down from 3.99 billion Tuesday.
Oil prices soared after the Energy Department said the nation's inventory of crude oil, gasoline and distillate fuels was lower than expected last week.
Gold rose for the second straight day in New York as the US dollar dropped against the euro. Silver also gained.

Drilling Commences at Sipa-Newmont Woodline Gold Project
Sipa is pleased to announce that drilling has commenced for the 2008 field season at Sipa’s Woodline Gold Project, centred about 150 kilometres southeast of Kalgoorlie in Western Australia’s Eastern Goldfields Province.
Newmont Exploration Pty Ltd (Newmont), a wholly-owned subsidiary of Newmont Australia Limited, who may earn a 70% interest in Woodline, have a proposed Budget of $3.8 million for the Project in calendar year 2008.
The initial drilling will comprise at least 7,000 metres of RAB/Aircore at the Sipa 100%-owned Socrates, Heraclitus and Theofrastos Prospects from which very encouraging first-pass drill results were released late last year (see Sipa’s ASX Announcements of 19 October and 29 November 2007), including 22 metres grading 3.05 g/t gold from 15 metres at Socrates and 17 metres grading 0.2 g/t gold from 28 metres to end of hole at Heraclitus.
In addition, a line of Reverse Circulation drilling will be conducted at Heraclitus to follow up the hole described above, as well as holes to follow up an anomalous gold intersection by earlier operators within the Comet Farmin, where Sipa-Newmont may earn 70%..... - Web Site

Drilling
Wireline logging on COG Mailisu III #3 well (Location Map - Figure 1) has confirmed the presence of oil in the Palaeogene limestone Beds V and VII, with potential net pays of several metres. Casing has been run and the crew is preparing to perforate the casing over the appropriate intervals to enable flow testing to be conducted. Final cased and suspended costs look like coming in under US$300k.
The rig will then move about 880m south-east to the COG Mailisu III #4 well site.
Completions
Production testing as part of the commissioning and optimising of the COG Mailisu III #1 pumping unit has produced a flow rate of between 25-50 barrels of oil per day, with minor (< 5%) water cut. The production rate is significant given the shallow depth of the reservoir (from 600 - 650m around Well #1), and will therefore have relatively low field development costs.
The recovery of oil from this well and the fact that oil has been encountered in the first three wells drilled by Caspian highlight the potential for the Company to build up a significant production base within the Mailisu III oilfield. Caspian is appraising the currently producing Mailisu III oilfield with seven wells to determine the extent and productivity of the field. - Web Site

Japan’s JOGMEC in A$4.9m JV with Southern Gold to accelerate three Cambodian gold projects
The large Japanese government organisation, JOGMEC, plans to fund accelerated exploration on three Cambodian gold and base metal projects under a Letter of Intent announced today with Australia’s Southern Gold Limited (ASX code” SAU”).
JOGMEC (Japan Oil, Gas and Metals National Corporation) and Southern Gold today announced the signing of the LOI to enter into a Joint Venture (JV) over three of Southern Gold’s wholly-owned granted Exploration Licences in Cambodia.
Under the LOI, JOGMEC will invest US$4.5 million (A$4.94m) within 3 years to earn a 51% interest in the three tenements - Phnum Khtong (Kratie North Project), and two adjoining blocks, Preak Khlong and O’Kthung (Kratie South Project), all to the northeast of Phnom Penh.
The agreement includes an upfront payment to Southern Gold of approximately US$400,000 on signing of the LOI for current exploration costs, followed by a decision to proceed with a full joint venture on the Kratie North and/or the Kratie South Projects by June 2008.
The three tenements are among eight gold projects wholly or majority owned by Southern Gold under its “first mover” strategy to establish a cornerstone gold business in Cambodia to compliment the Company’s Australian gold focussed projects across three states. ..... - Web Site

Wall Street paused after a huge two-session rally Tuesday but closed mostly higher, holding on to almost all its gains even after disappointing reports on consumer sentiment (sank to a five-year low in March) and the housing market. The Standard & Poor's/Case-Shiller home price index indicated that U.S. home prices fell 11.4 percent in January, the steepest drop since data was first collected in 1987.
Advancing issues led decliners by 2 to 1 on the New York Stock Exchange, where consolidated volume came to 3.99 billion shares from 4.37 billion on Monday.
Base metals bounced on Tuesday, buoyed by a weaker U.S. dollar and investors returning to the market to seek bargains after last week's correction.
Gold in New York rose the most in almost three weeks as the euro rebounded against the US dollar. Silver surged 4 percent.

MINCOR UNVEILS 21,000 TONNE NICKEL RESOURCE ON NEW BLUEBUSH LINE TENEMENTS
Latest Addition to Mincor’s Kambalda Landholdings Delivers Early Value
Australian nickel producer Mincor Resources NL (ASX: MCR) has reaped almost immediate benefits from its recent acquisition of the Bluebush Line tenement package in the Kambalda Nickel District, today announcing that it had estimated a Mineral Resource containing 20,800 tonnes of nickel metal at the Stockwell prospect.
Mincor announced the acquisition of the highly prospective ground package - which contains numerous high-grade nickel occurrences over a strike length of more than 40km - in November last year.
The resource estimation is based on 51 drill holes completed by WMC Resources Ltd in the late 1990s. Data verification and quality control has been completed over the past two months, with the quality and density of the drilling allowing for the estimation of JORC-standard Indicated and Inferred Resources. Wall Street extended its big advance Monday as investors applauded a new agreement that will give Bear Stearns Cos. shareholders five times the payout that was set in a JPMorgan Chase & Co. buyout deal a week ago. Investors were also pleased by a stronger-than-expected housing report, and sent the Dow Jones industrial average up nearly 190 points while also selling bonds sharply lower.
Advancing issues outnumbered decliners by about 4 to 1 on the New York Stock Exchange, where consolidated volume came to 4.37 billion shares, down from 6.12 billion on Friday. Many traders took the day off as part of an extended weekend.
The National Association of Realtors said sales of existing homes rose by 2.9 percent in February to a seasonally adjusted annual rate of 5.03 million units. It was the biggest increase in a year and Wall Street had expected a slight decline. Still, the median home price fell by the largest amount on record.
